The problem of effective reading instruction is grounded in Sociocultural Theory.  This theory was originally developed by Lev Vygotsky in 1978 and was primarily used to study the process in which the learner makes their own meaning of what is studied.

The Sociocultural Theory indicates that learning is necessary and everyone will go through the funnel.  This process of learning will naturally develop parallel to the organisation of the culture and the way the community functions.  The classroom community plays a vital role in how the student constructs meaning.  Since his premise was that learning comes before development, we need to be cognizant of this early education and guide it accordingly.
